Assalamu alaiqum wa rahamatullah,
Can zakaat be given in portion twice or more per luner year? When is the best time for zakaat?
Is zakaat imposed on taxed or daily used wealth?

Wa alaikumusalaam wa rahmatullahi wa barkatuh
Zakah becomes due as soon as one lunar year passes on wealth in savings. Thereafter we should not delay it but rather hand it over to the recepients. If they were not available or some reason like that, then you can delay it for later but due to them and not due to you.
The best time for zakah is not specifically ramadan but whenever one year is due on wealth's savings.
The taxed money would go out of your savings when tax time comes every year, so it will not remain in savings for whole year to be payable in zakah. If it was to remain in your savings for whole year for some reason like delaying your tax, then you should pay zakah on it once it stays in your savings for the whole year, even if it is something owed to the tax dapartment later on ( it is like debt to others which is still sitting with you for more than a year so you pay zakah on it).
